Dr. Rosalie Gibson

Dr. Rosalie Gibson is one of the owners of Rock Spring Veterinary Clinic. Dr. Gibson attended Ross University School of Veterinary Medicine and completed her clinical year at Purdue University. She is originally from Chicago where she developed her passion for animals and medicine. In pursuit of milder winters she moved to the east coast where she has practiced since veterinary graduation. Dr. Gibson’s veterinary medicine skills are well rounded and complete and she continuously practices high quality care in all aspects. Her areas of special interest include feline medicine, ultrasonography, soft tissue surgery, small mammal medicine (rodents) and client education. Dr. Gibson is committed to excellence in all aspects of care and developing personal client relations. She is honored to be leading Rock Spring Veterinary Clinic.

Dr. Julie Scaccia

Dr. Julie Scaccia is one of the owners of Rock Spring Veterinary Clinic. She is a graduate of the University of the Georgia College of Veterinary Medicine. Dr. Scaccia has practiced veterinary medicine in Georgia, Virginia and Florida. After time spent in Florida, she realized she missed seasons, cool weather and the other benefits of the northeast and was led to Maryland to fulfill her dream of practice ownership. While proficient in all areas of veterinary medicine, Dr. Scaccia’s areas of special interest include: internal medicine, surgery, ultrasonography, oncology and small mammal (ferrets, rabbits, rodents, sugar gliders, hedgehogs, chinchillas, guinea pigs) and reptile medicine. Dr. Scaccia remains committed to an exceptional standard of care, personal relationships and individualized medical care for your pets. She continuously pursues opportunities in continuing education and ways to exceed client expectations. She is honored to be leading the team of Rock Spring Veterinary Clinic.

Associate Veterinarian


Dr. Matthew Heflin   photo

Dr. Matthew Heflin

Dr. Heflin is a Bel Air native and began working at Rock Spring Veterinary Clinic in 2018. He graduated from the University of Minnesota School of Veterinary Medicine in 2003. Dr. Heflin is a skilled and experienced general surgeon, and welcomes small mammal and reptile pets in addition to seeing dogs and cats. He works closely with clients to develop individualized health care plans for their pets, from first wellness visits to end of life care and everything in between. His wife is also a local veterinarian and together they have 2 children, 1 dog, and 3 cats.

Dianne

Dianne has been an important member of the client care team at RSVC for the past 5 years and is originally from Little Rock, Arkansas. She holds a Bachelor of Science degree in Speech, Theater, and Journalism from the University of Central Arkansas. She is married to Harford County native, Dennis, a retired US Air Force service member, and is a mother to 3 children.  She has 3 dogs, including Hank, Moxie, and TJ; 3 cats; and a tank full of fish.  Her hobbies include photography and painting. You may see some of Dianne’s beautiful artwork around the clinic!

Jessica

Jess is one of our experienced receptionists and has been a member of our work family for years. Jess pays attention to detail, always has a smile and aims to make every visit a pleasant experience. Jess is able to multi-task while still providing attention to every patient and client as if they were her own family. Her ability to know our clients, their pets and their stories enables her to provide each customer a welcoming and supportive visit. She assists in many aspects of managing the reception area and is always looking for ways to make the client experience better. Your visit would not be the same compassionate visit without Jess as our lead receptionists.

Lara

Lara has worked part-time for RSVC since 2021. She holds a Bachelor of Arts degree from James Madison University in Modern Foreign Languages with a minor in Biology; and an Associate of Applied Science degree in Veterinary Technology from Blue Ridge Community College. She is currently working on obtaining her license to practice as an RVT in Maryland, having moved all over the country most of her adult life. You may see her floating around all areas of the clinic from the front desk to the exam rooms. Her veterinary passions are client education, nursing care, and laboratory sciences. In her free time, she loves traveling with her husband Joe and their 2 children; taking part in equestrian competitions with her Arabian horse, Xander; and volunteer work finding homes for retired racing greyhounds. Her family also includes dogs – Scout and Holly; 2 guinea pigs and 2 betta fish.

Mary

Mary has been a member of the RSVC client care team for 2 years, but she has more than 18 years of experience in human medicine as an ER Admissions coordinator. She is a Harford County native and enjoyed growing up and working in her father’s music store in Bel Air. Her hobbies include pet grooming and listening to all kinds of music, from Big Band to contemporary. Her favorite dog breed is the German shepherd. Mary is always ready to greet our clients and patients with a friendly smile on their arrival to the clinic.

Rachel

Rachel is a Harford County native and holds a Bachelor of Science degree in Biology from Salisbury University. She has been an essential member of the RSVC team for 5 years. Her favorite thing about her job is seeing all the different kinds of animals that walk through our doors and being an integral part of providing great client care. She also manages the ordering and inventory of our prescription diets to ensure our patients have access to the best nutrition to meet their special dietary needs. Rachel is a newlywed to husband Dominic. She has 2 dogs, Luna and Mira; and one cat, Simon, a Maine coon mix. In her spare time, she loves to bake sweets for friends and colleagues.

Brenna holds a Bachelor of Science degree in music from Towson University and an Associate of Applied Sciences degree in Veterinary Technology from Penn Foster. She has been a member of the RSVC team for 5 years and is well versed in fear free patient handling techniques. She takes a special interest in ultrasound technology and it is one of her favorite tasks to perform. Her Hobbies include disc golf, hiking, and backpacking with her husband, Casey and their Yorkshire terrier, Bella. Brenna and Casey welcomed their first child in June, 2022.

Meg has been part of the Rock Spring Veterinary Clinic team for 11 years. She has a bachelor’s degree in biology and psychology, as well as a master’s degree in education. In her free time, Meg is a frisbee enthusiast and loves to spend time with her dog Simon and her two cats, Louis and Stanley.

Michelle has  been a valuable asset at Rock Spring Veterinary Clinic for 3.5 years.  Michelle has a Bachelor’s degree in Veterinary Medical Technology from Wilson College and became a Registered Veterinary Technician in 2009.  She has been working in veterinary hospitals since 2003 and cannot see doing anything else!  Her special interests are in anesthesia, dentistry, surgical nursing, and radiology.  When she is not working, she enjoys spending time with her husband, 3 children, and golden retriever, Kirby.

Lauren

Lauren has been a valued Veterinary Assistant with RSVC for 2 years. She holds a Bachelor’s degree in Psychology from Towson University and is currently enrolled in the Penn Foster Veterinary Technology program with a goal to become a Veterinary Technician Specialist in animal behavior. She enjoys interacting with pets that need a little more help with being confident at the vet and performing laboratory tests. Her hobbies include hiking and working with her 2 border collies, Maezie and Finnley.

Zach is a recently welcomed addition to the RSVC team. Since starting work in veterinary medicine, he has become interested in animal behavior. He is currently attending Harford Community College and pursuing a degree in Nursing. He has 6 pets at home, 3 dogs Lance, Molly and Charlie, and 3 cats Luna, Marley and Sid.

Taelor

Taelor has worked in Veterinary medicine for the past 3 years and is a valued member of the RSVC team. She holds a Bachelor’s degree in Biology with a minor in Spanish from Frostburg University. She grew up in Glenn Burnie and came to Harford County in 2005. At work, she loves learning new skills every day and has a special interest in pharmacology. In her spare time, her hobbies include playing video games; watching anime; and trying new local restaurants. Taelor has 2 cats, Anna and Mufasa.

Alex

Alex has been a valued team member at RSVC for 4 years. He loves working closely with our veterinarians on behavior cases as well as with exotic pets, such as small mammals and reptiles. He has many pets at home to include a tarantula, guinea pigs, hermit crabs and 4 dogs. He is currently training and showing his standard poodle puppy, Kuzco, in obedience and conformation. In his spare time, he enjoys hiking and playing video games.

Jenna

Jenna has been with RSVC for 1 year and we are grateful to have her provide tlc to our boarding patients. She is a senior at Bel Air High school and is a Harford County native. She has a goal to study animal behavior and wildlife management when she goes to college and currently volunteers fostering kittens for local animal rescues. She has 2 dogs- Ryder and Aria, a bearded dragon- Beast, a chinchilla -Jinx, and a cat – Lila.
